IE8's default version targeting behaviour

Recently there has been quite a heated debate about the new IE8 in the making. To understand what 'Target Versioning' means, you can read the article at A List Apart. Basically, it requires developers to use the new X-UA-Compatible HTTP header (or the meta equivalent) in order to take advantage of the standards-based layout and scripting improvements in the IE8.
